Abstract
Background:

The Head Start Program was established in 1990 and falls under the auspices of the Department of Health and Human Services.  It funds state and local education centers for young children.


Purpose:

To provide comprehensive early childhood educational access for low-income pre-school-age children.


Plans:

The Head Start Program provides grants to local early childhood education providers who demonstrate the capacity and willingness to facilitate the development of low-income children.  Grant applicants must demonstrate the capacity and willingness to provide “comprehensive education, health, nutrition, and parent involvement services to low-income children and their families.”


Resources:

In 2001, the United States Government spent $6.1 Billion on the Head Start Program.



Policy Details

The Head Start program provides federal funding to local programs that meet national standards for early childhood development.
