Abstract
Background:
The Breakthrough Institute, a California think-tank, proposes that the Obama administration invest of the infrastructure for clean energy research. More specifically, Breakthrough proposes that the Obama administration devote $15 Billion to Research and Design, and officially establish National Institutes of Energy, which would center the development and deployment of clean fuels.
Purpose:
The proposal is intended to develop clean energy resources to a point where they can compete with fossil fuels in price and durability. Breakthrough calls this lowering “the clean energy price gap.”
Plans:
The proposal would establish National Institutes of Energy, which would manage a $15 Billion per annum increase in funding for clean energy research and development. The NIE would work from the National Institutes of Health model, which features a network of regional hospitals that each specialize in an area of development. The NIE would each specialize in a source of clean fuel. While the Washington, DC office would set the strategy for the NIE, individual institutes would have a budget to award grants to partner institutions and collaborate with other researchers.
Resources:
The proposal calls for an additional $15 Billion per year in Congressional appropriations. The hope is that President Obama will include the increase in his annual budget.

Renewable Fuels
The proposal argues that the current renewable fuel technologies are not developed enough to compete with fossil fuel alternatives. Thus, it is necessary for the federal government to make supplemental investments in clean energy research and design. The proposal calls for the establishment of National Institutes of Energy to host the R&D.
