Who must be covered?

Each of the policies that addresses this issue and their proposed steps are below:
Baucus Health Care Reform Proposal proposed by Max Baucus, Senate Finance Committee Chairman

The Baucus Plan requires all American citizens to have health care coverage.  The Plan does not propose a specific enforcement mechanism or penalty for the uninsured.


Massachusetts Health Care Reform proposed by Massachusetts State Legislature

The Massachusetts Plan requires all state residents to have health insurance. The state will provide insurance to those who cannot afford it. Those who can afford insurance but remain uninsured incur a flexible tax penalty.


Vermont Health Care Reform proposed by Vermont State Legislature and the Vermont Agency of Administration

The Vermont Plan does not mandate its residents to obtain health insurance.  The Plan proposes measures to make health insurance accessible to all citizens.  If over 96% of Vermont residents have health insurance by 2010, the measures will be considered a success.  If not, the plan requires that the State Legislature consider implementing a “health care requirement” in 2011.


Obama Health Care Plan proposed by Obama for President

The Obama Plan does not require that all Americans obtain health insurance.  It does require that all children have health care coverage.  It seeks to make health insurance accessible enough so that everyone who wants to be covered can be.


Canadian Health Care proposed by The Canadian Federal Government

The Canadian system offers health care coverage to every Canadian citizen from birth.  Access to free primary care and hospital care is universal.  Supplementary care – vision, dental and prescription drugs – is free for children, seniors and welfare recipients.


Taking Massachusetts National proposed by Jonathan Gruber, The Brookings Institution and the Hamilton Project
The plan requires that everyone purchase health insurance, lest they be heavily fined.  The persistently uninsured will incur a penalty equal to their cost of insurance.
"The Misguided Quest for Universal Coverage" proposed by Ramesh Ponnuru, National Review
The plan has no mandate.  It is fundamentally grounded in a philosophy of individual choice.  While it does seek to increase coverage, it argues that reduced costs will allow more individuals to access healthcare.  There may be unforeseen costs in a universal mandate, Ponnuru argues extensively.

Conservative Principles of Health Care Reform proposed by Michael Enzi, The Heritage Foundation
Though the plan does not advocate for a mandate subjecting the voluntarily uninsured to a fine, it does argue for expanded access.  To ensure expanded access, Enzi contends that insurers should be barred from discrimination based on pre-existing conditions.

The Dutch Health Care System proposed by Government of the Netherlands
The Dutch system includes a mandate that every taxpayer must have health insurance.
