How does the policy account for the protection and advancement of human rights across the world? Is there an active or negative attempt to promote human rights? The Smart Power doctrine sets forth the protection of human rights as a chief priority in US Foreign Policy. The implications of such a priority for intervention are still unclear.
A National Strategy for Global Development

Reuben Brigety and Sabina Dewan, Center for American Progress
The goal of a National Stategy for Global Development is to provide a more coherent approach to alleviating poverty and individual suffering. It is in impoverished and underdeveloped countries that human rights abuses are most often allowed to take place. Development is commonly considered a counterweight to persistent human rights abuses.
The Foreign Assistance Revitalization and Accountability Act (Senate Foreign Aid Reform Bill)

Development policy seeks to provide new economic and political opportunities for disadvantaged individuals. This bill highlights the importance of development and the moral commitment of the United States to addressing abject poverty.
