Diplomacy
How does the policy deploy the United States' diplomatic resources?  Particularly, what role do statecraft and the State Department play in implementing the policy? 


Each of the policies that addresses this issue and their proposed steps are below:
Afghanistan Strategy, Mar. 2009 proposed by President Barack Obama, The White House
The number of American civilian officers in Afghanistan will increase, particularly in the foreign service.  The goal is to strengthen non-military institutions, particularly those that form the foundation for democratic governance.  The specifics of these efforts will be determined later.
 
The strategy also commits to facilitate a stronger tri-partite dialogue with the US, India and Pakistan.

Smart Power proposed by Hillary Clinton, Secretary of State
The Smart Power hinges on well-placed diplomatic action.  In outlining the foreign policy tools under Smart Power, all are diplomatic.  Clinton does not seek to redefine diplomacy as much as broaden its definition.  She seeks to diversify and broaden the schedule of tactical diplomatic options that the State Dept. considers when dealing with foreign questions.

Thinking Big on Nuclear Non-Proliferation proposed by Brookings Institution, Carlos Pascual and Steven Pifer
Constructive bilateral diplomacy is the primary method to implement this plan.  The United States and the Russians would galvanize a coalition behind non-proliferation in order to reach the stated goals of arms reduction, safe storage and improved monitoring.

Comprehensive Effort to Advance Pakistani Civilian Government proposed by Center for American Progress
The policy proposes a new, farsighted diplomatic approach to Pakistan.  It seeks to develop a strategic framework for the bilateral relationship that identifies long-term objectives including counterterrorism, nuclear security and institution-building.  It seeks to secure the long-term stability of the Pakistani state.
