How does the policy affect the status of nuclear weapons caches across the globe?

Each of the policies that addresses this issue and their proposed steps are below:
US Defense Policy Survey proposed by Defense Secretary Robert Gates, Obama Administration

Gates stresses due focus on nuclear stewardship. He argues that, beginning with the Air Force, the US needs to improve its inspection protocol and unify the responsible bureaucratic structures. Specifically, Gates proposes creating a new Global Strike Command under which all Air Force nuclear capabilities are housed; the plan will headquarter policy for nuclear deployment in an office of Strategic Deterrence and Nuclear Integration. Pursuant to task force recommendations, Gates will review the possibility of creating an Assistant Secretary of Defense for Deterrence and crafting a new “strategic roadmap” for our nuclear arsenal. Notwithstanding, prudent management of US nuclear capabilities is one of Gates’s priorities.


Thinking Big on Nuclear Non-Proliferation proposed by Brookings Institution, Carlos Pascual and Steven Pifer
The ultimate goal of the Brooking Plan is to reduce the overall number and threat of nuclear weapons.  Russia and the US will reduce their deployed weapons and will seek to eliminate highly-enriched uranium from other states.  With more parties to a stronger NPT, the future of nuclear weapons proliferation would be bleak.  Moreover, the plan is to better control the nuclear material that has already been enriched.

START and Beyond proposed by New York Times Editorial Board
The editorial proposes that the Obama administration actively pursue its non-proliferation policy with Russia and through the United States Senate. Not only does the New York Times call on Obama to prioritize non-proliferation, but also for his administration to focus on verification regimes in a renewed START and the Comprehensive Test Ban Treaty. The editorial is essentially a call for effective implementation of Obama’s pledge to work toward a nuclear-free world.
