Yes, a new, national system would be created.


Green Recovery Program proposed by Center for American Progress

Yes, a new, national system will be created.


California Global Warming Solutions Act of 2006 proposed by California State Assembly and the State Air Resources Board

Yes, there will be a state exchange system that will be later integrated into a prospective regional system.


EU Climate and Energy Plan proposed by European Union

Yes, the current exchange system will be used to further reduce carbon emissions.


Smart Growth proposed by Smart Growth Network, Sam Schiller
Though the policy does not focus on the specifics or feasibility of a cap-and-trade system, it does propose cap-and-trade as promising reform possibility.

The American Clean Energy and Security Act of 2009 (Waxman-Markey) proposed by Rep. Henry Waxman, Rep. Ed Markey
Waxman-Markey would establish a cap-and-trade system that covers more of the industrial economy over time.  At first, it caps emissions for and issues allowances to electrical utilities and major extractive industries; however, over several decades, the cap-and-trade system is set to expand to cover enterprises that emit over 90% of the United States's greenhouse gases.  Allowances under the system are sold by states, which hold the revenues in SEED funds used to pursue energy efficiency programs.
