How does the proposal plan to develop smart grid technology?

Each of the policies that addresses this issue and their proposed steps are below:
Energy Independence and Security Act of 2007 proposed by The United States Congress

The Bill makes the implementation of smart grid technology a national policy.  It organizes a committee and task force to oversee the development and institutionalization of smart grids.


The New Energy for America Plan (The Obama Plan) proposed by Barack Obama for President

The Obama Plan commits significant investment in smart grid technology through a matching grant program (of which the details are murky) and specific projects to pursue the development of efficient energy distribution technology.


Green Recovery Program proposed by Center for American Progress

The Green Jobs Plan proposes that the federal government provide increased funding for pilot smart grid projects already in place around the country.


Make Clean Energy Cheaper proposed by The Brookings Institution, Mark Muro and Teryn Norris
The policy believes that a nationwide Smart Grid should be funded and implemented, but argues that integrated research funding is needed before it is deployed.

The American Clean Energy and Security Act of 2009 (Waxman-Markey) proposed by Rep. Henry Waxman, Rep. Ed Markey
The Act "expands rebate and public information programs to include smart grid equipment."  The Act appears to plan for future developments related to the smart grid (i.e. establishing goals for reducing peak energy demand.)
