What will pay for the policy?

Each of the policies that addresses this issue and their proposed steps are below:
Taking Massachusetts National proposed by Jonathan Gruber, The Brookings Institution and the Hamilton Project
Gruber proposes that the federal government remove the tax subsidy for employers that subsidy employee coverage, raising $168 Billion in the first year.  The plan's estimated cost is $131 Billion per year.  Other tax increases or spending cuts are offered as alternative funding measures.
A Federalist Approach proposed by Henry Aaron and Stuart Butler, The Brookings Institution and The Heritage Foundation
Funding occurs primarily at the state level.  Though this is a national policy prescription, the distribution of funds is a state issue that may or may not (unspecified) require an injection of federal monies.
U.S. National Healthcare Debate proposed by Healthcare Experts and Legislative Professionals
One stipulation of the current national debate on healthcare is that the federal government's role in the provision of healthcare will increase.  In this way, most facets of the debate -- if not the likely outcome -- will use the federal budget to fund the bulk of the program.  As the details of funding debates materialize, we will cover them in the "resources" section of the brief.

Guided Care proposed by Johns Hopkins Bloomberg School of Public Health
The chronically ill individual and the insurance company will share the burden of the policy's costs, which include primarily the salary of the Guided Care Nurse.  However, if the policy is successful, the ultimate costs of caring for the chronically ill should be reduced.

Conservative Principles of Health Care Reform proposed by Michael Enzi, The Heritage Foundation
The plan outlines no clear funding mechanism.  However, it makes clear that new taxes on charitable giving should not be used to fund the plan, nor should new taxes on energy.  Instead, parties should discuss eliminating the tax exemption for employer contributions to healthcare payments.
